It’s been a long road to forming government and now it has finally arrived we should remind ourselves of Labor’s agenda and the impact on the ICT market.

Firstly, the National Broadband Network (NBN) is now set to go ahead and to be a significant infrastructure investment by the Gillard Government. 

Secondly, Labor will continue to invest in e-health initiatives, with a particular focus on online health and telemedicine services for regional areas, including Medicare rebates for online medical consultations and videoconferencing.

ICT Tenders published in the first half of 2009-10

In the Federal Government ICT market, just over 120 ICT tenders were published to the ‘open’ (ie full) market in the first of half of the 2009-10. This contrasts with the almost 7000 contracts that have been published via AusTender in the same period. The wide gap between the two numbers reflects the fact that many procurements are conducted via panel arrangements and other forms of restricted tender, variations and extensions to existing contracts.

Expiring Contracts Analysis Q4 2009-10

706 Federal Government ICT contracts with a total value of $784.46 million are due to expire in the final quarter of the 2009-10 financial year.  This compares with 159 contracts with a value of $139.4 million which were due to expire in Quarter 3.

Number of Tenders published in Q2 2007-08, Q2 2008-09, Q2 2009-10

Tenders published on AusTender in Q2 show a distinct year on year decline from 107 tenders released Q2 2007-08 to just 71 tenders published in Q2 2009-10. This decline is broadly reflected within each sub-category, with IT Services, Software, Hardware and Telco Equipment showing clear declines. The Telco Services and Large Office Machines (LOM) categories experienced more variability in the number of tenders released.

The second quarter of the financial year, is typically the high season for tender releases.

Contracts Value Range by Sub-Category 2008-09

The value of contracts by ‘value range’ gives us a view of the most likely size of contracts within each category. Intermedium divides contract values into six ‘value ranges’, from the lowest range of $10,000 - $50,000 to the highest range of more than $5 million. The above chart clearly shows the differences in the total values of the different categories, as well as providing a view of how the pattern of expenditure varies from category to category.

Large Office Machines Total Contract Value by Sub-Category

The Large Office Machines (LOM) market experienced a significant decline from 2007-08 to 2008-09 almost halving in value to $13.3 million.

Intermedium analyses LOM in terms of seven sub-categories, some of which experience more variability from year to year than others. TV and Whiteboard are relatively stable each at around $1 million per year, while ‘Other’ and ‘Not Specified’ are much more volatile.
