Does the Iemma Dilemma Have Implications for Managed Services Suppliers?

With an expected budget deficit of $533m in 2006-07, the Iemma government is planning to reduce the number of government jobs by up to 5,000, amalgamate 14 agencies into 2 departments and look for savings in “back office” staff, according to recent press reports.

Treasurer Michael Costa has indicated that savings are expected from information technology functions.

Significant Changes to NSW Procurement Now Happening

Procurement Reforms

A number of significant changes are happening to NSW procurement, without, it would seem, much fanfare. On 6 July 2006, the Acting Premier, the Hon. John Watkins, MP, released Premier's Memorandum 2006-11, which announces the procurement reforms that were flagged in Premier, Morris Iemma’s, announcements in his February 2006 Economic and Financial Statement. The reforms will be co-ordinated and implemented by the Department of Commerce.

NSW Strategy Shrinks Market, Offers Opportunities

The recently released NSW Government ICT strategy People First includes a new logical architecture for delivering e-services and consolidating backend systems. As well as improving services to the community, the strategy aims to generate savings of “half a billion dollars over 4 years”, comprising $350m in capital expenditure and $215m in recurrent expenditure. NSW currently spends around $1 billion per year on ICT.

Minister Addresses ICT Industry

The NSW Government plans to save $565m from its ICT budget over the next 4 years. In addition to this is the implementatin of its major IT program - ICT Strategic Plan People First, said NSW Minister for Commerce John Della Bosca.

Speaking directly to the public service procurement people in the audience, he said 'the biggest change in NSW procurement will be cultural, not procedural".

NSW election - Labor and Liberal fail to mention ICT

Intermedium's analysis of the policies so far made public by both the Liberal opposition and the Labor government has found almost no mention of ICT. The policy pronouncements of both parties fail to mention any policies on government ICT strategies and procurement, or industry development strategies to assist the ICT industry.

NSW Election Update

Even though the main parties in Saturday's NSW State Election have not released policies specific to government use of ICT, or support for the ICT industry, they have some policies in this area. However, all parties seem to be a little short on detail.

Australian Computer Society (ACS) recently hosted a debate between representatives of the Liberal Party, Labor and the Greens in which all parties at least alluded to ICT policies.
