Queensland e-Health Strategy

The Queensland Department of Health has released an open tender for the provision of an e-Health Strategy for its Clinical Informatics Program (CIP).

The tender, which closes on 5 April, says the strategy is to provide a “vision for ICT enablement of health reform and identify the options, priorities and initiatives for the next 3-5 years”.

Queensland Health spends about $85 million a year on computer and communications capital projects.

Queensland Government buys green technology and saves money

The Queensland Government recently announced its new purchasing arrangements for desktop PCs, laptops, tablets and file servers. Under new arrangements, the Government is set to make cost savings of up to 40 percent, and also achieve substantial environmental improvements.

Process for Implementing PCs Worth $1b in Schools Still Unclear

The Federal Government seems committed to spending the first $100m of its National Secondary School Computer Fund by June 2008. Whilst the application process for schools appears to be well underway, there is still no word on exactly how the state and territory agencies, as well as non-government school systems, will undertake purchasing of the equipment and services.

Queensland Policy to Buy Green

Significant changes have emerged from the Queensland Government's new State Procurement Policy that came into effect on 1 January 2008.

One of the issues the Queensland Government has sought to highlight in the Policy is sustainability. In announcing the new Policy, the Department of Works, states that it "sets out to ensure the State Government’s purchasing power is used to acquire goods that are more environmentally friendly." Further, it claims that the Queensland Government Chief Procurement Office is already leading the way in "green procurement".

Queensland Appoints Interim GCIO

The vacant Queensland Chief Information Officer (GCIO) position is to be filled temporarily by internal transfer until a permanent appoint is made. Allan Chapman will transfer to the GCIO position, having been closely involved with the State’s IT strategy in his role as Director of Enterprise Architecture and Strategy.

In early December 2007, we reported on the resignation of Peter Grant as Queensland GCIO. Grant left the role to take up a position as head of Microsoft’s team in Queensland. His resignation was the latest in a long line across state and federal GCIO positions.

Queensland GCIO to Review Gaps in Information Systems

The Queensland Service Delivery and Performance Commission recently completed a review of performance management across the Queensland Public Service, and identified a need for improved information systems that should be developed within the next five years.

The report Strengthening Performance Management in the Queensland Government made eight major recommendations to achieve better integration of planning, management and information; improved performance measurement and monitoring; and strengthening the quality of advice to Government.

Major System RFO for Pilot at Queensland Health

Queensland Health (through Queensland Health Shared Services Partner (QHSSP) ) has issued a Request for Offer (RFO) for a pilot Automated Accounts Payable System to be conducted in West Moreton and South Burnett Health Service Districts.

Following an evaluation of the pilot, a determination will be made as to whether or not the system should be rolled out across Queensland Health. The solution must integrate with the existing SAP financial system.

Queensland Health has undergone significant changes in recent years.
