Intermedium's Budget Highlights

From an ICT perspective, E-Health and the pool of savings generated by the Gershon Review form the focus-point of the 2010-11 Federal Budget, unveiled by Wayne Swan on Budget night.

The largest single initiative is the establishment of personally controlled electronic health (eHealth) records, which will cost a total of $466.7 million over the next two years, with $185.6 million allocated for 2010-11.

The eHealth record forms part of the National Health and Hospitals Network reform package passed at COAG in April.

In 2008, the Gershon Review into government IT use recommended that 50% of savings generated through the implementation of efficiency measures be channeled back into ICT through an ICT Business-as-usual (BAU) fund. The size of this fund was estimated at $200 million from 2010 onwards.

As predicted by Intermedium, the Government announced initiatives that utilise this promised reinvestment. $113 million worth of projects will be bankrolled by the fund, which is a smaller contribution than the review originally suggested.

Of the 41 projects that come under BAU funding, the most significant are:

  • $40 million towards replacing the existing passport issuance system with a centralised and more secure IT infrastructure;
  • $14.7 million towards virtualisation projects at Centrelink and an additional $8 million to establish ICT shared services;
  • $11.9 million for the Department of Finance and Deregulation to implement a Data Centre Strategy to improve data centre procurement across government; and
  • An undisclosed amount for the Treasury to develop a Central Budget Management System.

At its ‘closed door’ briefing, Intermedium will identify key ICT implications of the Federal Budget and specify the ICT opportunities presented.

As an independent industry analyst, she has extensive knowledge about both federal and state jurisdictions, and a comprehensive knowledge of suppliers to governments. 

Prior to her commercial sector experience, Judy spent almost 20 years in the public sector, predominantly in IT-related project management and business system roles.  During this time, Judy managed major IT projects and procurements and was responsible for service delivery.  These roles included senior executive service roles within the Australian Taxation Office as well as in a NSW government corporation, senior project roles as the precursor to Centrelink and senior project management roles at the Office of Asset Sales.  Judy was a Deputy Commissioner of Taxation when she left the Australian Public Service.

Judy has an MBA from the Australian Graduate School of Management.
