The “new paradigm” officially kicks off tomorrow with the resumption of Federal Parliament in Canberra.  With less than 24 hours to go, several questions still remain:

  • Who will fill the Speaker’s chair?
  • Will WA National Tony Crook sit on the cross-benches?
  • How will Labor manage its new ‘rainbow coalition’ of Greens and Independents?

All this uncertainty will also impact on ICT policy and projects.  With Malcolm Turnbull in the Shadow Communications Portfolio and broadband high on the legislative agenda, the ICT sector is sure to see some heated debate.

Murray has worked in the Australian Public Service for over 30 years, including over 11 years as a CIO. His early years were spent in Victoria and WA predominantly with the Department of Veterans’ Affairs.  At DVA, Murray led a major change program utilising expert IT systems to assist the compensation claims process and in 1997 became DVA’s Chief Information Officer, bringing a business focus to the management of ICT within the Department.This coincided with the signing of one of the Commonwealth’s first large scale IT outsourcing arrangements between DVA and IBM. In 2002 Murray was appointed the first CIO in the Australian Customs Service with the task of creating an ICT Division within Customs.
 
Murray has led a number of large change programs including those related to the technical components of the Customs Cargo Management Reengineering Program and the complete rebuild of the Customs desktop operating environment.  He has now been involved in numerous renegotiations of sourcing contracts including selecting and transitioning to a new provider. Murray also chaired the Inter-Agency Sourcing Interests Forum whilst at Customs.

Tim has more than 25 years of experience working with ICT suppliers and purchaser, especially in the public sector. He has political experience as a senior advisor to a Federal Minister, and worked as Economist for the Minerals Council of Australia. Tim also has extensive experience in ICT public policy, having been a former Deputy CEO of the Australian Information Industry Association and Director of Public Affairs for AIIA’s UK counterpart, Intellect.  He currently acts as Public Policy Advisor to the World Information Technology and Services Alliance (WITSA).  He is a Senior Member of the Australian Computer Society and a Life Member of Electronic Frontiers Australia.
 
Through his background and experience, Tim is well placed to provide key insights into the implications of the Election and the challenges facing the Government over the next three years.

Tim is founder and Managing Director of C-Metrics Pty Ltd, a specialist firm established to improve purchaser-provider capabilities.  Until December 2009, He was Head of Research with Intermedium. He has degrees in Commerce and Law, and has completed post university courses in resource economics, quality management and business re-engineering.
