Now that the Coalition has been elected we will see reforms in ICT procurement procedures and ICT governance as well as Machinery of Government changes in key departments.

Attend our full day workshop and gain an understanding of:

  • Key issues likely to impact the ICT market;
    • Will there be staff cuts? Do opportunities come out of such cuts?

This practical, hands on workshop is co-hosted by Pat Richards (ex MD of NSW BusinessLink) and Judy Hurditch (MD of Intermedium).

Guest Speaker: James Keulemans, Partner at Statecraft, a public affairs and advisory firm, will provide the keynote address.

The workshop is designed to assist industry obtain better engagement with government when faced with the very real divide between commercial and public sector culture and attitudes.

  • Keynote (Statecraft) - Overview of the election result and its policy implications at a macro level;
  • Ministerial roles and their implications;
  • Implications of the Coalition’s ICT policy statement and its ‘interim’ budget;
  • Machinery of Government changes and the likely impacts on procurement; 
  • The role of key central agencies such as Treasury; the Finance function; Premier and Cabinet
  • The role of the Super Department CIO and the likely future of the service clusters.

Developing a sales proposition or business case in the new environment:

  • The key processes for agencies in supporting the new government’s policies;
  • The impact of the first budget of the new government on sales and business case development; 
  • The importance of the Business Case Gateway and Total Asset Management Planning.

Engaging effectively with government decision makers post the election:

  • How to engage effectively with agencies in terms of the new government’s broader policy agenda and the ICT implications coming out of it;
  • The definition of Value for Money in Government – what it will mean under the Coalition Government?
  • Which value propositions are likely to resonate with this Government;
  • Perspective on Government Executive's attitudes towards quarterly sales targets, 'good ROI', profit margins, investment in R&D;
  • How to communicate effectively with Government Executives.

Pat Richards was the founding Managing Director of NSW Businesslink Pty Ltd and ran it for 6 years until March 2010.

Businesslink was a standalone company entity but is now one of the six shared business services clusters within the NSW Government. Its charter is to serve the agencies within the NSW Department of Human Services.

Businesslink, with annual revenues of $180M ($90m 2004) and a headcount approaching 1,000, provides ICT, procurement, financial, project, property, recruitment and HR services to over 22,000 DHS employees. It is governed by an independent Chair and the three Director Generals of the largest agencies within DHS.

Prior to Businesslink, Pat held management positions at Fonterra Group and NZ Dairy Group in New Zealand. At Fonterra Group, Pat was instrumental in consolidating four retail companies into one entity in order to rationalise the business. He re-engineered the retail network in terms of inventory, logistics, systems, vendor management and procurement through to point of sale.

In 2000, while at NZ Dairy, Pat established a Shared Service business unit which provided improved efficiency and effectiveness for transactional processing that led to a significant reduction in cost.

Pat is a qualified Chartered Accountant and member of the Australian Institute of Directors.

James Keulemans is a founding Partner of Statecraft, a leading government relations and public affairs consultancy based in Sydney. James has over sixteen years of experience working in corporate affairs across the public and private sectors.

He has worked for leading communications consultancies, members of parliament and a government regulatory body in Australia and the United Kingdom. James has advised a number of Federal and State Liberal MPs in NSW and has strong networks within the Liberal Party. He has also served in a number of Party roles and committees.

James is well regarded for his strategic counsel and stakeholder engagement programs for a variety of leading ICT companies on complex public sector procurement opportunities. He also consulted to NSW Government departments and agencies on stakeholder and communication programs, including the NSW GCIO.


Judy HurditchJudy Hurditch

Since founding Intermedium in 2004, Judy has become a highly regarded specialist on the government marketplace.  As an independent industry analyst, she has extensive knowledge about both federal and state jurisdictions, and a comprehensive knowledge of suppliers to governments.

Prior to her commercial sector experience, Judy spent almost twenty years in the public sector, predominantly in IT-related project management and business system roles.  During this time, Judy managed major IT projects and procurements and was responsible for service delivery. more >>
