Roundtable Description
Following the swearing in of her new Cabinet on March 26, 2009, Queensland Premier Anna Bligh made good her election promise to enact significant changes in the Queensland Public Sector. 13 new Super Departments came into immediate effect, created from 23 stand alone departments. The intent of the move is to modernise the Queensland Public Service, and help ensure better frontline services.
The reform agenda continued on 11 September with the release of the Queensland Government’s five year strategy for government ICT. As reported by Intermedium, the strategy document is one of the most comprehensive ICT roadmaps yet released by an Australian Government. With more than eighty action items (including twenty savings measures), the ICT strategy presents no shortage of opportunities for both government and industry.

The Intermedium Roundtable will answer these questions, and more. Former government CIO’s will provide candid comments about their experiences in managing this type of change.
Roundtable Overview
The Intermedium Roundtables are a series of invitation only briefings, open to government and industry representatives. Numbers are limited to 10-20 people at each roundtable to allow plenty of time for questions, and open discussion about major issues.
This roundtable will discuss the likely ICT roadmap by examining the underlying issues and factors, such as organisational structure and existing solutions. Intermedium will outline implications of each change now and into the future.
Former government CIO's will offer insights drawing on practical experience in managing such changes.
They will discuss:
- How these new internal structures are likely to evolve over time;
- How to manage expectations;
- How to position ICT to offer best value in achieving government outcomes.

Jane Treadwell

Jane has over ten years of experience as a Chief Information Officer, including as the Victorian Government’s Chief Information Officer where she was responsible for driving strategies to exploit information and communications technologies to achieve value for money and transform service delivery across the Victorian government.
Prior to this appointment, Jane worked in a number of senior executive roles across government including Deputy CEO for Business Transformation and Chief Information Officer in Centrelink, one of Australia’s largest service delivery organisations and the South Australian government in public sector reform, correctional services and public health.
Jane is recognised as a leader in e-business and organisational transformation, and was awarded Outstanding Achievement in the Role of CIO in March 2005 by The Australian.
She is now working as a Senior Consultant with the World Bank in its Global ICT Department; with a number of Australian government agencies in service transformation and ICT governance; and is a faculty member of the Institute of Public Administration of Australia, and as a Senior Associate with Intermedium.
Kevin Noonan

Kevin specialises in Government IT, as an industry analyst, speaker and media commentator. Currently Kevin is one of the most quoted government IT commentators, referenced in both national newspapers and industry journals.
Kevin has provided advice to more than half of the Top 100 ICT companies, and many government agencies. Over the last three years, he has also provided mentoring and training support to the managers of more than a twenty small-to-medium enterprises.
Kevin has more than thirty years experience in the government sector. This includes ten years as a government Senior Executive and Chief Information Officer, and a further eighteen years as a government manager and project director. During this time he held positions responsible for almost every aspect of IT, ranging from technical infrastructure and major procurement, through to policy and large scale business change.
Drawing on his management experience in more than six government agencies, Kevin brings a broad understanding of the ICT needs of government, as well as a deep background in many ICT disciplines.
