When the going gets tough,
the tough look for new opportunities
At Intermedium's recent "Year in Review" Briefing, we reported the number of Federal ICT contracts published in 2008-09 has continued its steady decline since the peak in contract activity, at 18,860, in 2005-06. In the year to 30 June 2009, the number of contracts reported was 15,195, the lowest on record.
With fewer ICT contracts coming to the market, competition for each opportunity will intensify. more >>

The move to Super Departments in NSW:
Part 1: Why the restructure?
On 27 July 2009, the NSW Governor, Marie Bashir signed the Public Sector Employment and Management (Departmental Amalgamations) Order 2009. This legislatively gave effect to the Machinery of Government (MoG) changes announced by Premier Rees as part of the 2009-10 Budget. The restructure creates the most administratively complex government arrangement yet seen in Australia. More >>

ICT skills crisis in public sector now "almost inevitable "
Intermedium's analysis of the recently-released Defence White Paper and Capability Plan identifies the ICT component of planned Defence projects will be at least $10 billion, with around half of this coming to market over the next four years. The public sector risks a severe shortage of key ICT skills within the next 18 months as a result of the implementation of major projects in Defence, Budget infrastructure initiatives and the NBN, which will coincide with economic recovery in the private sector, Intermedium believes.
Intermedium's Head of Research, Tim Conway, says this work's in addition to other public sector projects and "business-as-usual " activity means Defence along with other government agencies will really struggle to find or retain skilled ICT people as the economy recovers. More>>

NSW ICT spending up slightly in 2009-10 Budget
NSW is working with the Federal Government to tackle the recession, priming the economy with a record total $53.9 billion spend in the 2009-10 Budget.
The centrepiece of the NSW Budget is infrastructure, with $62.9b in capital expenditure (CapEx) outlined for the next four years, $18b for the current year alone.
General Government Sector ICT capital spending in this budget is $600 million.
Intermedium has identified more than 100 ICT projects in the 2009-10 Budget, around one quarter of which involve "new money ". More>>

Speaking at Intermedium's Victorian Budget Briefing last week, Intermedium's Victorian Government team, comprising Head of Research Tim Conway and Senior Associates Jane Treadwell and Tom Tomlin, outlined Intermedium's analysis of Victoria's Budget Papers. They noted that while the Budget Papers show just $111.7 million in ICT related capital spending over the three years to 2012-13, Intermedium has identified output spending that directly generates additional ICT spending worth almost $740 million over the same period.
In total, Intermedium's analysis identifies 22 initiatives worth $850.5 million over the next four years, from that identified in capital expenditure and inferred within program output spending. In addition, further spending is expected to arise from bushfire recovery efforts and implementation of an integrated transport strategy, as well as the flow-on of national education and skills, and health initiatives. The Data Centre Dilemma
Last week Intermedium held breakfast briefings in both Sydney and Canberra, to provide and overview of issues facing industry and government.
Presenters Rob Aalders, of Transformation Analytics, and our own Kevin Noonan, Head of Consulting, provided a comprehensive case for developing a strategic plan before getting down into the detail of consolidating data centres.
Some might ask why data centre improvements are so crucial. Energy consumption has become a major concern in today's carbon conscious world. Kevin presented recent McKinsey research about predicted data centre power requirements that showed current data centre growth rates are simply not sustainable into the future. More>>

Gershon implementation: Pain and gain for industry
It's not all gloom and doom in the Canberra market according to Kevin Noonan, Intermedium's Head of Consulting.
In his presentation to Intermedium's briefing on implementation of the Gershon recommendations in Canberra last week, Kevin pointed out the unlucky timing of the intersection of the Gershon Review and the World Financial Crisis.
Closely following the slowdown accompanying the election and change of government, the Gershon review led to reduced procurement activity at the same time as the commercial sector slowed as a result of the global financial problems. More >>
