In a significant departure from the norm for GSAS arrangements, Intermedium understands that up to 10 suppliers will be on the NSW Government's new panel for Information Asset Management Systems (IAMS).
It is understood that successful bidders for the NSW Government’s GSAS (Government Selected Application System) contract for Information Asset Management Systems (IAMS) are in the process of being contacted and have been give a limited period of time to consider the contract that has been offered to them. Official announcements are expected as early as next week for some suppliers.
GSAS contracts are normally limited to very few suppliers so that issues of interoperability, cross platform capabilities and government ‘lock-in’ can all be addressed more readily.
This list of 10 suppliers results from the extensive functionality sought under the panel. 18 components of functionality are capable of delivery off this panel, classified into a five stage maturity model by Commerce.
The first stage is ‘Basic IAMS – hard copy storage and retention / electronic control (including discovery) whilst the fifth stage is ‘Sophisticated IAMS’ which in addition to all lower level capabilities and has collaboration capability and knowledge management.
It is not yet known how many of the 10 or so suppliers have been assessed as meeting the highest maturity level and can deliver all functionality, but is understood that some suppliers may be surprised at where they were assessed as falling in the capability model.
The candidate list, as published by Commerce under new procurement disclosure rules, includes every major global supplier in the document/content management space. The briefing last year was to an audience of more than 100, and the evaluation process by all accounts was complicated and protracted.
The 23 bidders were:
