Following the adverse findings of the Australian National Audit Office (ANAO) into the Reporting of Expenditure on Consultants, changes are currently being implemented to the AusTender contract reporting system by the Department of Finance and Administration (Finance).
The previous AusTender Gazette Publishing System (GaPS) functionality did not cater for the new reporting requirements, necessitating the redevelopment of the system. To facilitate implementation of the new system, Finance took the AusTender Contracts Reported site off line on 12 August. The new facility is expected to be available on 3 September. Under the new arrangements, AusTender will allow agencies to meet all their reporting requirements for:
- Existing AusTender contract reporting (for contracts greater than $10,000);
- Senate Order for Departmental and Agency reporting; and
- Contracts previously required to be reported in agency Annual Reports.
To support the changes, Financial Management Guidance 15 – Guidance on Procurement Publishing Obligations (FMG15) requires agencies to adopt the new reporting arrangements for contracts entered into or open from 1 July 2007.
While all new contracts from 1 July 2007 will be reported in the redeveloped system, contracts that were completed before 1 July 2007 will not be reported there. It is understood that historical contract data will be retained in GaPS and available online.
