Queensland opens first ICT Services panel refresh

Vendors have until 29 October 2014 to apply for inclusion in the mandatory Queensland ICT Services panel which has issued its first refresh since establishment in 2013.

The original Invitation to Offer (ITO) separated the required SFIA v5 Framework service categories into three tranches. The first ITO was for tranche one and was released in March 2013, tranche two in August 2013, and tranche three in November 2013. Notices of panel memberships occurred in three stages with the final notices issued in March 2014.

The ongoing panel aims to rationalise procurement of ICT services, ensuring agencies achieve the best possible value for money. It does not have a fixed minimum term and Queensland can terminate the panel at any stage provided sixty business days of notice is given.   

While the panel has a six-monthly refresh cycle, current panel members do not need to reapply unless they wish to increase the number of ICT Services they are pre-qualified to supply.

The panel’s categories are based on the SFIA v5 Framework.

Category 1:

  • Strategy and Architecture - services: information strategy, advice and guidance, business strategy and planning, technical strategy and planning.  

Category 2:

  • Business Change - services:  business change implementation, business change management, relationship management and skills management.

Category 3:

  • Solution Development and Implementation - services:  systems development, human factors, instillation and integration.

Category 4:

  • Service Management - services: service strategy, service design, service transition, service operation.

Category 5:

  • Procurement and Management Support - services: supply management and quality and conformance.

Category 6:

  • Client Interface - services:  sales and marketing and client support.

Vendors are not restricted in the number of ICT Services that they can apply for, nor is there a minimum or maximum number of panel members.  

Queensland claims the benefits of a whole-of-government approach include:

  • A more efficient procurement process;
  • Greater visibility and access to the market; and
  • Cost reductions associated with responding to tenders. 

For agencies, benefits include:

  • Access to competitive pricing;
  • Access to suppliers pre-qualified against ICT service categories;
  • Access to data and reports detailing the past performance of panel members; 
  • Reduced tendering costs; and
  • Reduced contract development costs.   

Queensland also intends to implement a Vendor Management System (VMS) to facilitate procurement through the panel. The VMS will assist with linking customers to suppliers, generate contracts, measure performance, and help agencies comply with reporting requirements. However, the roll out timeframe remains unknown.
