Whatever happened to the Permissions Capability platform?

Without mentioning it by name, nor stating its contract value, the Federal government has finally confirmed that Accenture has been selected to develop its Permissions Capability platform.   

The joint press release by the Minister for Home Affairs, Karen Andrews, and Stuart Robert, the Minister for Employment, Workforce, Skills, Small and Family Business and Minister responsible for data and digital policy does not mention the Permissions Capability platform by name at all.

This is a curious and perhaps potentially significant omission, given the ambition originally stated for the platform
