The Federal election has been called for 7 September 2013, and the Government is now in caretaker mode. Although business-as-usual processes and transactions will continue, no new major decisions or undertakings are permitted under national caretaker conventions, meaning a potential slowdown in ICT procurement and contracting until the outcome of the election is known.
In NSW, Greg Pearce has been stood down from his role as Minister for Finance and Services from 1 August 2013 for breaching the Ministerial Code of Conduct by failing to declare a conflict of interest regarding a Sydney Water board appointment in 2011. Former Minister for Ageing and Disability Services Andrew Constance has been appointed as his replacement.
Laurie Glanfield has begun his role as Director General of the NSW Department of Finance and Services, following Michael Coutts-Trotter’s move to the Department of Family and Community Services.
The Department of Finance and Services has opened a new role of Manager Enterprise Architect to drive the implementation of the NSW ICT Strategy and further deliver ICT and software as a service. The successful candidate will be a part of the senior leadership team and work in collaboration with the Director of ICT Services.
The Department of Finance and Deregulation has released the Australian Public Service Big Data Strategy. The Strategy is aimed at facilitating the better use of data assets by agencies and creating guidelines for privacy, service delivery and policy development.
The Queensland Department of Science, Information Technology, Innovation and the Arts has approached the market for a whole-of-government panel for Software Asset Management Managed Services. The panel covers software licence management, cloud hosted enterprise software asset management services, specialist advice on software and industry trends and additional on-demand services. Submissions close on 22 August 2013.
TechnologyOne has been a big winner in Western Australia’s plan to decommission its Shared Services Centre (SSC) by 2014, reports Fairfax. The software provider has signed ERP-related contracts with 21 Government agencies who are returning to an in-house provision of finance, human resource and payroll systems, following the failure of SSC’s Oracle-based ERP platform.
Brisbane City Council is looking for a new Chief Information Officer following current CIO Nick Brant’s departure from the role on 10 August 2013, reports IT News. The Council currently has a major $350 million SAP consolidation project underway, with finance and procurement components set to be rolled out in September 2013.
Transport for NSW has approached the market for another area of work under its Enterprise Resource Planning systems overhaul. The restricted request for proposal for Data Migration Services follows similar market approaches for Systems Integration Services and Business Transformation and Change Management Services in July 2013.
The second Service NSW centre and the first in Sydney opened on 2 August 2013 in Haymarket. Transactions relating to Roads and Maritime Services, Fair Trading, and Births, Deaths and Marriages are currently available at the centre, with more services to be added. An initial rollout of 18 centres across NSW is due by the end of 2013.
The Australian Public Services Commission has approached the market for its eLearning Support Services and Solutions Panel for content development and design, content deployment and learning management systems and consultancy advice. Industry briefings are being held in most capital cities during the week commencing 12 August 2013. Requests for tender close on 13 September 2013.
