Following this circular, agencies must submit a Preliminary Business Case to Treasury for all projects valued at more than $10 million. Final nusiness cases must be submitted for all projects valued at more than $1 million. Gateway Review reports are required for projects over $1 million in value.

Previously, a business case was required for all ICT projects where the value exceeded $500,000.
