Many ICT Procurement Plans Miss Their Target

According to Federal agency procurement plans published in July 2007, almost half of the ICT procurement projects were expected to go to tender in the first quarter of the financial year. Intermedium’s analysis now shows that only a fraction of these have actually gone to the market, as intended.
