Must-know ICT and government terminology

A glossary of information and communication technology (ICT) and public sector terms to help suppliers more credibly engage with government.

Term Definition
Mobile

Portable devices such as smartphones and tablets that can be used to access various digital services and applications. Mobile devices are typically equipped with wireless connectivity such as Wi-Fi, Bluetooth, and cellular data networks.

Monitor

A hardware device that displays visual output from a computer or other electronic device. It is commonly referred to as a computer monitor, display screen, or screen.

Multi Stage Procurement

A procurement method that involves several stages to complete the procurement process. It usually involves a prequalification stage where suppliers are screened based on their qualifications and capability to deliver the required goods or services. This is followed by a tender stage where the shortlisted suppliers are invited to submit their proposals. The process may also involve negotiations and further evaluation before the final contract is awarded. Multi Stage Procurement is often used for complex or high-value procurements where the buyer requires more assurance of the supplier's capability and capacity to deliver the required goods or services.

Multi-use list

A multi-use list is a short-list of suppliers who have been pre-assessed as able to supply certain commonly-used goods or services. A multi-use list is more flexible than a panel in that suppliers can be added or removed at any time. Also unlike a panel, suppliers do not undergo a value-for-money assessment and are not party to a contract or other legal arrangement in order to be added to the list.

Network

A group of interconnected computing devices, such as computers, servers, routers, switches, or other devices, that are able to communicate with each other and share resources and data. Networks can be used for a variety of purposes, including sharing files, printers, and other resources, communicating and collaborating with other users, accessing the internet, and running applications and services.

New Policy Proposals (NPP)

Projects newly introduced and featured in a jurisdiction's annual budget or mid-year update. These are of particular interest to suppliers as much of the total value of NPP funding will be externally addressable by the market - unlike ongoing or Business-as-Usual funding, which will primarily be spent internally (i.e. on staff) or through an existing procurement arrangement.

While the value of NPP ICT funding varies depending on the budget cycle, revenue availability, and other economic and political factors, typically it amounts to between 15 and 30 per cent of the jurisdiction's total ICT budget.

Non General Government Sector

Government entities that are not part of the general government sector. This includes entities that are owned or controlled by the government, but which operate independently of the government's budgetary and policy framework, such as government business enterprises, public financial corporations, and public non-financial corporations. Non-GGS entities are often engaged in commercial activities, and generate revenue through the provision of goods and services to the public or to other businesses. Unlike general government sector entities, non-GGS entities may be expected to operate on a commercial basis and generate profits.

Non Tender

A procurement process that does not involve a formal request for proposals, bids, or quotations from suppliers. Instead, the government agency may directly approach a supplier or negotiate a contract without going through the traditional tender process.
